Road user charges (RUC) are New Zealand's system for ensuring that all road users contribute to the upkeep of the national road network. Petrol vehicle drivers contribute through fuel excise duty included in the price of petrol. Since diesel vehicles, electric vehicles (EVs), and plug-in hybrids (PHEVs) either pay no fuel excise or less of it, they pay RUC instead. The revenue goes into the National Land Transport Fund, which funds road construction, maintenance, public transport, walking, cycling, and road safety.

Heavy EVs (over 3,500 kg) will be required to pay RUC from 1 July 2027.
An administration fee applies every time you purchase a RUC licence, regardless of how many kilometres you buy in that transaction. Online purchases attract a fee of $12.44 (including GST). Purchases at an NZTA agent cost $13.71. Since the fee is per transaction rather than per kilometre, buying in larger blocks significantly reduces your effective per-kilometre cost.
Your RUC label shows the maximum odometer reading your licence covers. When your odometer approaches this number, buy more before it exceeds the limit. Driving without valid RUC is an offence.
Light electric vehicles were exempt from RUC from 2009 until the exemption ended on 1 April 2024 (once EVs reached approximately 2% of the light vehicle fleet). While RUC adds a cost that EV owners previously did not pay, the total cost of EV ownership remains significantly lower than petrol in most cases. Home charging costs approximately 3 to 5 cents per kilometre (depending on electricity rates), compared to 12 to 18 cents per kilometre for a typical petrol car. Even adding RUC at 7.6c/km, the combined running cost for an EV is typically 40 to 60 percent less than an equivalent petrol vehicle.
The government has announced plans to transition all vehicles to RUC and remove petrol excise duty entirely, potentially by 2027. The Road User Charges Act 2012 is being amended to allow private companies to collect and administer RUC, with the aim of creating a more user-friendly, technology-enabled system. Details of the new system (including pricing and implementation) have not been finalised. Until then, the current system of pre-purchasing distance in 1,000 km blocks continues to apply.
