How Paid Parental Leave Works in New Zealand

Paid parental leave (PPL) in New Zealand is a government-funded payment administered by Inland Revenue (IRD), not your employer. It provides income support to the primary carer of a new child for up to 26 continuous weeks. The payment covers biological parents, adoptive parents, whangai (informal adoption), and parents of children born through surrogacy.

The 26-week work test can be met across multiple employers or a combination of employment and self-employment. It is separate from the 6-month and 12-month service tests that determine your entitlement to job-protected unpaid parental leave from your employer.

The maximum rate is reviewed annually on 1 July to reflect changes in average weekly earnings. The minimum rate for self-employed parents is linked to the adult minimum wage (currently $23.50/hour from 1 April 2025).

How the Payment is Calculated

IRD calculates your payment as the higher of:

The payment is capped at the maximum rate. If you have income from multiple employers, all income is combined. For variable earners, the "best 26 of 52 weeks" method ensures you are not disadvantaged by weeks with lower earnings.

KiwiSaver During Parental Leave

Since 1 July 2024, employees on paid parental leave can choose to continue their KiwiSaver contributions from their IRD payments. If you opt in:

Transferring Leave to Your Partner

The primary carer can transfer some or all of their remaining paid parental leave entitlement to an eligible spouse or partner. The partner must also meet the work test independently. Only one person can be the primary carer at any given time. The partner's payment is calculated based on their own earnings, capped at the maximum rate.
