What Is a RUC Off-Road Refund?

Road user charges (RUC) pay for New Zealand's public road network, so you only need to pay them for distance driven on public roads. If your RUC vehicle (a light diesel, electric vehicle, plug-in hybrid, or heavy vehicle) travels off public roads, that distance is not subject to RUC. You can apply to NZTA Waka Kotahi for a refund of the RUC you paid on that off-road distance. This commonly applies to farmers, foresters, and contractors whose vehicles spend time on paddocks, private land, private roads, or off-road, but anyone who can show genuine off-road travel may be able to claim.

How the Refund Is Calculated

The calculation is straightforward: divide your off-road distance by 1,000 and multiply by the RUC rate you paid. NZTA may then deduct an applicable processing fee.

Suppose a farmer paid RUC at the standard light diesel rate of $76 per 1,000 km and recorded 3,000 km of genuine off-road travel on the farm over the period, with no processing fee entered. The refund works out as:

How to Apply for a RUC Refund

  1. Keep accurate records of off-road distance, ideally a logbook noting dates, locations, and kilometres
  2. Work out the off-road distance you are claiming for each affected RUC licence
  3. Complete the NZTA RUC refund form (available at nzta.govt.nz) for off-road or private-road travel
  4. Submit your records and any supporting evidence with the claim
  5. NZTA assesses the claim, deducts any applicable fee, and pays the refund

Minimum Claims and Time Limits

There is generally a minimum claimable distance, so very small claims may not be worth processing once any fee is taken into account. Claims must usually be made within two years of the date you paid for the relevant RUC licence, so it pays to claim regularly rather than letting eligible distance build up beyond the limit. Keep your logbook, invoices, and odometer notes in case NZTA asks to verify the off-road distance before paying.
