In New Zealand, petrol drivers contribute to the cost of the road network through fuel excise duty, which is included in the price of every litre of petrol (around 70 cents per litre). Diesel is sold without that excise built in, because diesel is widely used off-road in farming, construction, and industry where road tax should not apply. To make sure diesel drivers still pay their share for the roads they use, they pay road user charges (RUC) based on the distance travelled instead. The revenue goes into the National Land Transport Fund, which pays for road construction, maintenance, public transport, walking, cycling, and road safety.
This calculator covers light diesel vehicles under 3,500 kg, which includes most utes, vans, 4WDs, and diesel cars. Diesel vehicles over 3,500 kg pay heavy vehicle RUC, which is charged differently based on weight and axle configuration.

Because the admin fee is charged per transaction rather than per kilometre, buying in larger blocks (such as 5,000 or 10,000 km) reduces your effective cost per kilometre. Buying 1,000 km online costs $88.44 in total ($76.00 + $12.44), which works out to 8.84c per km. Buying 10,000 km in one transaction costs $772.44 ($760.00 + $12.44), which is 7.72c per km.
Take a diesel ute driven 11,500 km a year (the NZ average), buying RUC online in 5,000 km blocks. That matches the calculator's default settings:
For comparison, an equivalent petrol vehicle using about 9 litres per 100 km would burn 1,035 litres over 11,500 km. At roughly 70 cents per litre of fuel excise, that is about $724.50 in road tax at the pump. The diesel pays around $187 more per year in road tax, but diesel vehicles often use less fuel per kilometre, so total running costs can still be lower depending on the vehicle and diesel price.
Your RUC licence covers up to a maximum odometer reading. When your odometer approaches that number, buy more distance before it exceeds the limit. Driving without valid RUC is an offence and can result in an infringement fee.
The government has announced plans to move all vehicles, including petrol cars, onto road user charges and to remove petrol excise duty entirely, potentially from around 2027. This has been announced but not finalised, and pricing for the new system has not been confirmed. Until then, diesel vehicles continue to pre-purchase distance in 1,000 km blocks at the current light diesel rate.
