Road user charges (RUC) are how diesel, electric and plug-in hybrid vehicles contribute to New Zealand's road network, in place of the fuel excise duty built into petrol. For a fleet, the budgeting maths is straightforward: work out the average distance each vehicle travels in a year, multiply by the RUC rate per 1,000 km, then multiply by the number of vehicles. Add the admin fee charged on each RUC purchase and you have a total annual cost you can put into your operating budget.
This calculator separates the two parts of the cost: the distance charge (the RUC itself) and the per purchase admin fee. Because the admin fee is charged each time you buy a licence rather than per kilometre, buying larger distance blocks for each vehicle reduces the number of transactions and lowers the total fee bill across the fleet.
A small business runs a fleet of 5 light vehicles, each averaging 11,500 km a year (the New Zealand average). The light RUC rate is $76.00 per 1,000 km, the admin fee is $12.44 per online purchase, and each vehicle buys distance in 5,000 km blocks.

The $76 per 1,000 km rate in this calculator is the light vehicle rate, for vehicles under 3,500 kg (light diesel utes, vans, and electric vehicles). Heavy vehicles over 3,500 kg pay rates that vary by RUC type, gross weight and axle configuration, and a heavy truck can cost several hundred dollars per 1,000 km. An administration fee applies to every RUC purchase, regardless of how many kilometres are bought in that transaction. The fee is $12.44 for an online purchase and $13.71 at an NZTA agent (both including GST). For a fleet, these fees add up quickly if vehicles buy distance in small blocks. Buying larger blocks (5,000 or 10,000 km) for each vehicle cuts the number of transactions and the total fee bill, at the cost of paying for distance further in advance.
Electronic RUC (eRUC) replaces pre-purchased distance labels with an in-vehicle device that records distance by GPS and bills it automatically. Many fleets already use approved eRUC providers because it removes the manual odometer checks and purchases, and makes claiming off-road distance simpler. The government is amending the Road User Charges Act 2012 to open RUC collection to more private providers and to move more of the vehicle fleet onto distance-based charging over time. The detail of the wider changes, including pricing, is not finalised. For that reason the RUC rate and admin fee in this calculator are editable inputs so you can model whatever rate applies to your fleet.
