New Zealand has no land tax. Councils charge rates, which are a local government charge rather than a national tax on land value. This page models a tax that has not been introduced, legislated or announced as government policy. It exists so you can see what such a tax would cost if it were ever introduced at a rate you choose.

The rate is yours to set on the slider. The starting figure is an illustrative round number, not a proposal, and is not attributed to any political party. No numbers on this page describe current New Zealand law, and none should be quoted as though they do.

This calculator models an annual land tax on the unimproved value of land, if New Zealand introduced one. No such tax exists. New Zealand abolished its land tax decades ago, and what property owners pay today is council rates, which fund local services rather than acting as a national tax on land value. A land tax is charged on the value of the land alone, ignoring the buildings on it, which is why economists tend to treat it differently from other property taxes: you cannot move land offshore, and taxing it does not discourage anyone from building on it. Your council valuation usually splits the capital value into land value and improvements, so the land value is the figure to enter here. Set a threshold if you want to model one that exempts smaller holdings, move the slider to the rate you want to test, and the calculator returns the annual tax, the monthly equivalent, and the tax as a share of your total property value.

How it works

The taxable land value is the unimproved land value less any threshold you set, and never less than zero. The annual tax is that figure multiplied by the rate on the slider. Buildings and improvements are entered only so the tool can show the tax as a share of your total property value; they are not taxed, because a land tax deliberately ignores what is built on the land.

Worked example

A property with a land value of $620,000 and buildings worth $380,000 has a total value of $1,000,000. With no threshold and a rate of 1 percent, the annual land tax would be $6,200, about $517 a month, which is 0.62 percent of the total property value.
