How to read it

The latest rate will usually be at or near the top of the range, because the minimum wage rarely falls, so the most useful figures here are the average yearly growth (CAGR) and the trend. Compare that growth to inflation over the same years: if the wage rose faster than the Consumers Price Index, its real value increased.
