Crore and lakh are units from the South Asian numbering system, widely used in India, Pakistan, Bangladesh, Nepal, and Sri Lanka. The system groups digits differently from the Western system. While the Western system uses thousands, millions, and billions, the South Asian system uses lakhs and crores.
One lakh equals 100,000 (one hundred thousand). One crore equals 10,000,000 (ten million). The crore is always written and spoken as a unit in its own right in South Asian financial and demographic contexts, for example "The project costs 5 crore rupees" or "Mumbai has a population of over 2 crore."

In the South Asian system, digits are grouped as follows after the first three places: 1 (ones), 10 (tens), 100 (hundreds), 1,000 (thousands), 10,000 (ten-thousands), 1,00,000 (one lakh), 10,00,000 (ten lakh), 1,00,00,000 (one crore). Notice that commas are placed after every two digits once you pass the thousands, rather than the Western convention of every three digits. So one crore is written as 1,00,00,000 in the South Asian format and 10,000,000 in the Western format.
When converting to Western units: 1 lakh = 0.1 million. 1 crore = 10 million. 10 crore = 100 million. 100 crore = 1 billion. These conversions are useful when reading international financial reports that mix South Asian and Western number conventions, for example when an Indian company reports earnings in crore rupees but its stock is traded on an international exchange quoting in millions of US dollars.
