Worked Example

A standard custom-built 20 m2 sleepout at $2,200 per m2 costs $44,000 to build. Adding building consent ($3,500), site preparation including piles ($2,500), power sub-board and wiring ($3,000), a basic toilet connection ($2,000), and a small deck and steps ($3,000) brings the total to $58,000 including GST. When Do You Need a Building Consent?

Under the Building Act 2004, almost all sleepouts and cabins intended for human habitation require a building consent. The exemption for consent-free buildings under Schedule 1 applies only to single-storey detached buildings under 10 m2 with no plumbing and no sleeping accommodation. A structure with a bed, a toilet, or connection to power for heating or air conditioning will typically need consent.

District Plan Considerations

In addition to building consent, your local district plan may restrict where and how large a secondary structure can be. Rules vary widely between councils. Common restrictions include setbacks from boundaries, maximum site coverage, height limits, and requirements around the total number of dwellings on a residential lot. The NZ Government's National Policy Statement on Urban Development (NPS-UD) and associated planning reforms have relaxed many of these rules in urban areas, allowing up to three dwellings on most residential sites without resource consent.
